Why do we mark the step 2 form as internal?

It must be marked internal to be called by a daisy chain code
So we can control the process, not letting people skip steps and control the order of the custom actions

Why did we use a picklist in our form rather than a simple toggle?

A picklist is future proof way if we needed to add additional criteria for additional daisy chains.
Toggles can be tricky because advance logic is needed to support true, false and null.
Toggles are not human-error proof, a user can select multiple toggles that may not fit the coded logic (toggle both as true, when only one would be needed for the next form)
